REFLEXÕES SOBRE O PLANO DIRETOR DE IMPERATRIZ DO MARANHÃO

Abstract

With urban growth occurred in recent years have emerged as problems the lack of infrastructure of cities, irregular housing, culminating in the need of creating a standard which could contemplate a form of organization of this landscape, bringing possible solutions of social conflicts. With the promulgation of the Federal Constitution of 1988, established precept about urban policy, touting the Plan as a basic instrument of development policy and urban expansion. Appears later, the status of the city by establishing norms of public order and social interest governing the use of urban property for the collective good, security and well-being of citizens, as well as the environmental balance. And in this scenario, this research sought to carry out an evaluation on the design of the master plan of Imperatriz of Maranhão. For this it was necessary to understand some concepts on the topic, demonstrate the urban development of the city, to finally make a reflection about the master plan of Imperatriz as a management tool. Adopted as bibliographical research methodology through the reading of theorists that are reference in subject and documental, and analysis of legislation and documents that composed the creation process of the supplementary law No. 002/2004 (Plan of Imperatriz of Maranhão). It was noted at the end of the research that the master plan of Imperatriz presents a model of urban planning, not having been made in accordance with the urban problems, which leads to the reproduction of damaging consequences to life in the city as continuity of irregular occupations, lack of adequate infrastructure and disorderly expansion of habitable spaces.
