EXPANSÃO DO PLANTIO DA CANA-DE-AÇÚCAR NO SUDOESTE GOIANO E OS LIMITES A ELA IMPOSTOS POR MEIO DA LEI 5.200/2006 EM RIO VERDE/GOIÁS

Abstract

Man's history has been full of conflicts due to the power struggle for the ownership of land, by the accumulation of goods and wealth. Wars were fought and continue promoting human existence. In Brazil the 1988 Constitution reaffirms the right of ownership and its social function significantly among fundamental rights. With the expansion of sugarcane plantations in southwest Goiás, the municipality of Rio Verde implanted Law 5.200/2006, delimiting the area of the crop in 10% of the land. The law was deemed unconstitutional, in defense of the right to property, which motivated the study of the subject that aimed to describe the expansion of planting sugarcane in the southwest Goiás and the attempted restriction of land use through Law 5.200/2006 in Rio Verde Goiás. The study was a literature survey with qualitative data together with social and territorial actors in the municipality of Rio Verde. Hence the need to review public policies for land use, for example, a detailed study of zoning of agricultural areas, which could reduce the conflicts generated in the use of the land. As a result of the literature review and the perception of the respondents on the issue of law and its constitutionality and sugarcane expansion, it is clear that the Law 5.200/2006 despite having been deemed unconstitutional benefited Rio Verde away temporarily installing several plants and sugarcane monoculture, but not away the evils arising from the cultivation of sugarcane that cause social and environmental impacts.
