O CÓDIGO DE OBRAS E EDIFICAÇÕES DO MUNICÍPIO DE GOIÂNIA (GO) E OS DESAFIOS DA ORGANIZAÇÃO DO ESPAÇO PÚBLICO GOIÂNIA-GO

Abstract

The present case study aims to analyze the document Municipal Code of Works and Buildings of Goiania-GO, as a document that supports the rationalization of the use of urban space. For this analysis was made a theoretical construction on the process of urbanization as a phenomenon that affects different parts of the world and that also diffuses in Brazil and Goias. In Goiania, this process imposes itself as a transformer of space, in which the norms seek Bring greater control and rationality. For that, a qualitative research was carried out, based on the methodological proposal to analyze the Code of Works and Buildings of Goiania - GO, and applied the questionnaire and conducted the interview with construction companies of the municipality of Goiania and the Municipality of Goiania - GO. Documentary research was also used for the interpretation and understanding of the Code of Works and Buildings of Goiania - GO, with the purpose of offering subsidies for the debate on the fragilities and potentialities of the document. Among the main norms are the Master Plan, City Statute, whose focus was on the Code of Works and Buildings for being a document with fewer researches carried out, which is important in the instrumentalization and practical control of urban space transformations. At this juncture, the chosen technique was the documentary research, with the purpose of providing subsidies for the debate on the weaknesses and potentialities of the Code of Works of Goiania-GO. The documentary research for Mendonca, Rocha and Nunes (2008, p. 37), comes from documents considered stable and very rich in information, since they allow frequent consultations and their analysis does not oblige the subject to be present for interaction. The legal texts listed for this analysis considered the City Statute (Law 10.257 / 2001), Master Plan, Municipal Law - Building Code of Goiania - approved in 1947, which covers all urban legislations (Zoning Law and the Law of Allotment - Use and occupation of the Soil), the Technical Guide Procel Edifica, with the intention of contributing in the management and control of the strategy of the Municipality of Goiania. Regarding the bibliographic references, some authors were considered, such as, Maricato (1999), Castells (2006), Lefebvre (2006), Santos (2012, 2013). The work was justified, therefore, as a way of strengthening dialogue between academia, public and private power, to provide subsidies for updating normative documents, and public policies that stimulate the transformations in urban development. As main results it was possible to verify through the literature and interviews (contacts in public and private power) the need for normative documents, such as orientation guides to the activities of the society, the need to update the document, and the need for greater strength And presence in the supervision and orientation of actions in the urban space in Goiania
