PLANEJASUS – CONTRIBUIÇÕES AO PLANO DE SAÚDE DO MUNICÍPIO DE GOIÂNIA NO PERÍODO DE 2005-2008

Abstract

The segment of public health in Brazil demands the adoption of planning techniques that offer greater social participation in the discussion of local health problems, and also the formulation of public policies that provide these demands, in order to contribute to local development. The decentralization process of the Unified Health System in Brazil made the administrators and managers to rethink the methods of planning the public health. The Planning Assistance of the Unified Health System, the PlanejaSUS - public policy for administration of the Federal Government for local area – tries to fill this gap, and also guide the implementation of the concepts of Situational Strategic Planning during the preparation of Municipal Health Plans. The aim of this research was to understand how related were the adoption of the guidelines of the system, and its possible contributions to the practice of plan, and implementation and control of the Municipal Health Plan of Goiania in the period 2005- 2008, and if it allowed some input in the preparation of public health policies and local development. The methodology used during the research was the case study, supported by the use of questionnaires replied for the Secretary and the Municipal Administrators of Planning Assistance of the Department of Health. The results demonstrate that the Health Plan of the city have been using just part of the constituent elements of PlanejaSUS in its preparation, implementation and control. It shows also, that the administrators and the Secretary have a low perception of the utilization of the City Health Plan and the Annual Report of Management as tools of administration. This situation demonstrate a low understanding of their contributions to improving the planning process, within health, and for the formulation of public policies and their impacts on regional development. Without exhausting the subject, this work lends itself to highlight and disseminate the importance of the subject, that involve administrators and conductors of the health system, contributing therefore to the improvement of organizational processes and health management within the municipality searched.
