COMPRAS PÚBLICAS COMPARTILHADAS: fatores que afetam a colaboração e seu impacto no desempenho de serviços internos e compras do IF Goiano

Abstract

To improve performance, the public sector has adopted new management techniques and technologies such as the use of electronic auctions, outsourcing, public-private partnerships and collaboration between organizations. The articulation for public bodies to purchase their goods and services together, made in the shared form, it is a form of management encouraged. The shared public purchases are growing as a form of management in Brazil and worldwide. However, knowledge is little about the interaction between collaborative processes needed and the impact brought to the performance of purchases in institutions. In this sense, the aim of this study is to evaluate the factors that affect collaboration to acquisitions made in the form of shared purchasing in an institution in the public sector and its relations with the performance of internal services and purchasing activity. To achieve these objectives, a descriptive research was conducted, based on a survey given to 366 employees from various hierarchical levels and sectors of the IF Goiano, which was returned by 228 people. The research used a theoretical model that links relevant factors of the collaborative process, essential in a shared public procurement, with factors that evaluate the interaction between collaborative processes and the performance of internal services and procurement, using a quantitative technique called PLS-Partial Least Squares. It was showed that there is support for most hypotheses and that the performance of procurement activities can be explained by collaboration and the performance of internal services, although the collaboration does not reflect repercussions of issues related to knowledge of routines and scarcity of partnerships or specific assets of relationships and interconnectivity assets.
