OS DESAFIOS DA GESTÃO ADMINISTRATIVA, FRENTE À BUROCRACIA: UM ESTUDO DE CASO DO INSTITUTO FEDERAL DE EDUCAÇÃO DE GOIÁS

Abstract

The purpose of this study was to identify the main administrative management’s challenges, considering the bureaucracy, in a Federal Public Educational Institution in the state of Goias and to present the main bureaucratic models: Weber, Merton, Selznick and Gouldner’s Bureaucratic Models. In the organization analyzed, the closest model is Gouldner’s Bureaucratic Model. In addition, another goal is to systematize and disseminate the results of the study. It was used a case study research methodology in a qualitative and quantitative approach. The problematic situation presented refers to the following question: What are the main administrative management’s challenges, considering the bureaucracy, in a Federal Public Educational Institution in the state of Goias? The main premise was confirmed, that is, the main challenges are related to the limitation that managers have, of only acting according to what is expressed in the law. In other words, they do not have autonomy to make decisions, which makes management bureaucratic, without creativity and innovation. To analyze the problematic situation was conducted a documentary and field research with the managers of the IFG with application of survey and focus group. When searching bibliographic material on the content addressed in this work, it was found that, in the master’s and doctoral courses, there are few studies on this very important subject. And when they are found, many of them refers to other areas of knowledge, such as law, sociology and, in most cases, they have not been performed in modern times. Besides that, those on management are related to the subject of bureaucracy generically and not specifically. According to this study, based on Gouldner’s Bureaucratic Model, was presented a bureaucratic model that fits the researched Institution’s reality. Thus, the limitations presented refer mainly to the few studies in the area and the restriction of studying only one institution. In this perspective, it is suggested further research by other scholars and the application in other public institutions to deepen the understanding of the subject.
