ACESSO À JUSTIÇA E AS DELEGACIAS DE COMBATE A VIOLÊNCIA DOMÉSTICA NO MUNICÍPIO DE GOIÂNIA-GO: uma reflexão sobre as práticas institucionais no enfrentamento da violência de gênero; subsídios para formulação de políticas públicas

Abstract

This work aims to present a bibliographical review on the mechanisms to combat so-called gender violence, bringing concepts of violence against women, as well as a history of the Maria da Penha Law (Law nº 11.340 / 2006). The dialogue we established with works that deal with the theme, especially those that reflect on gender and violence and other basic concepts used here, were essential sources in this research process, according to Teles and Melo (2012), gender violence must be understood As a relation of power of domination of man and submission of woman. For the development of this research, an analysis of the performance of the DEAMs (Specialized Police Offices for Women) was carried out in Goiânia-GO, where in the year 2015 approximately 8,571 visits were given to women who suffered some kind of gender violence. Through the analysis of data extracted from the police procedures, the severity of this problem was demonstrated. Oral interviews with women victims of gender violence were carried out both in the 1st Specialized Police Station for Women's Assistance DEAM, as well as with former members of the shelter for women victims, known as the Center for the Appreciation of Women (CEVAM). The objective of this study is therefore to provide inputs to public administrators aiming at the definition of regional public policies that may help in some way to combat gender-based violence against women, specifically demonstrating the need to implement and / or qualify specialized public services For women in situations of domestic violence within the Specialized Police Stations and shelters. The aim is to demonstrate that it is possible to reduce human rights violations against women victims, through policies aimed at implementing current legislation, increasing police personnel, improving basic infrastructure in police stations and shelters, improving Working conditions and the training of these centers.
