REGULARIZAÇÃO FUNDIÁRIA URBANA: AVALIAÇÃO DO PROGRAMA CASA LEGAL – SUA ESCRITURA NA MÃO – NA CIDADE DE GOIANÉSIA - GO

Abstract

The general objective of this work is to carry out the ex post diagnosis of the Casa Legal Sua Escritura na Mão Program in Goianésia (GO), between 2012 and 2018, to verify if the program managed to achieve the proposed objectives and if there is internal coherence of the creation process and program execution. The specific objectives are: Understand and describe what the Casa Legal Sua Escritura na Mão Program of the Government of the State of Goiás in the City of Goianésia (GO) consists of; to identify the difficulties for the execution of the program in the city and the participation of the State of Goiás in this process. Suggest actions to facilitate the implementation of land regularization programs in the city of Goianésia (GO) from the ex post analysis. As for the methodology, the present study has an applied nature; with Case Study method, being the type of descriptive and non-experimental research, the technical procedure of data collection will be the indirect documentation, with the survey of primary and secondary data, being the qualitative research. For the development of the research and the achievement of the proposed objectives, the following methodological procedures were adopted: data collection that was carried out through indirect documentation, first with access to the theoretical material related to the theme, in books, magazines, internet articles , master's dissertations and doctoral theses, obtaining and analyzing data obtained from the Goianésia (GO) City Hall, Goiana Housing Agency and visiting institutional websites and, finally, an ex post analysis of the Casa Legal Sua Escritura na Mão Program - in the city of Goianésia (GO), through Executive Evaluation, using the method presented by the Institute of Applied Economic Research (IPEA) in 2018. The results indicate that the public policy of land regularization implemented in Goianésia (GO) failed to achieve its objectives and did not demonstrate coherence in its execution, given the fact that it failed to fulfill stages in its execution phase, still having an unsatisfactory result regarding the number of regularized properties, with low numbers of registered deeds, that is, only 160 (one hundred and sixty) of a total of 16,073 (sixteen thousand and seventy-three) irregular properties identified by the City Hall of Goianésia (GO) in 2012, thus prevailing the situation of land tenure irregularity, remaining clear the need for a more in-depth evaluation by the Public Administration of the public policy of urban land regularization in the city of Goianésia (GO) and the making of changes said public policy.
