IMPLANTAÇÃO DE UM PLANO DE GESTÃO DO CONHECIMENTO NA CÂMARA MUNICIPAL DE IMPERATRIZ-MA: DIAGNÓSTICO E PERSPECTIVAS

Abstract

The Public Administration background currently suggests several technological, political, economic and social demands. The Brazilian Legislative Institute (ILB) has been searching for activities aiming at the public institutional development in the dissemination of Knowledge Management, to improve legislative and administrative works on development of the performance in favor of political representation of citizens with a focus on knowledge organizational outcome of the people, technologies and processes convention (Takeuchi and Nonaka, 2008). In this context, this work discusses about Knowledge Management and its importance for the Public Administration, having as research line: organization, agglomeration and regional development, where every effort was made to evidence the strategic management of public organizations with a focus on organizational development, in user citizens and in society. To carry this work out, it was necessary to use exploratory research methodology with reference to what Cervo and Bervian (2007) say: the exploratory research aims at the improvement of ideas for the elaboration of the hypotheses that will be raised, considering further studies. Data were obtained through semi-structured interviews, using Batista's (2012) studies instrument. The results obtained led to prioritize the main strengths and opportunities for improvement as they also showed that the City Council of Imperatriz-MA begins to recognize the need to manage knowledge, being at the level of initiation in relation to the degree of maturity in Knowledge Management. For the implementation of the Knowledge Management Plan (PGC) in the City Council of Imperatriz-MA, it aimed to answer the following question: Does the City Council of Imperatriz-MA have a suitable context for implementing Knowledge Management? In this case, there were concise answers, which were demonstrated stem from the successful enablers of Knowledge Management and it is answered that in the City Council of Imperatriz-MA still needs to discuss and observe Knowledge Management as a strategic factor, because the results of the research show the importance of a Knowledge Management policy for its effective institutionalization.
